av-l2we3m4w-b796085e3016c22d405a5e480723744c '   itemscope=\"itemscope\" itemtype=\"https:\/\/schema.org\/CreativeWork\" ><div class='avia_textblock'  itemprop=\"text\" ><div class=\"row\">\n<div class=\"subsection\"><\/div>\n<div class=\"subsection\">\n<p>For purposes of this part, the following terms have the following meanings:<\/p>\n<div class=\"subsection\">\n<p>(a)\u2002\u201c<span class=\"wordphrase\">Capacity building<\/span>\u201d is the process of strengthening local coordination, leadership, knowledge, skills, expertise, and access to resources in under-resourced communities with the goal of helping to develop or increase the ability of that community to independently compete for grants and implement projects in the future. \u2002Capacity building activities include, but are not limited to, identifying and planning for needed climate change mitigation and adaptation projects in a given region and identifying the tools and resources needed to successfully access, apply for, and receive grant funding.<\/p>\n<\/div>\n<div class=\"subsection\">\n<p>(b)\u2002\u201c<span class=\"wordphrase\">Collaborative<\/span>\u201d means a coordinated body of regional stakeholder groups that are located in, serve, and represent the needs of the under-resourced communities within that region and that provide capacity building to those under-resourced communities within its region to access statewide public and other grant moneys for climate change mitigation and adaptation projects that maximize the benefits for the region.<\/p>\n<\/div>\n<div class=\"subsection\">\n<p>(c)\u2002\u201c<span class=\"wordphrase\">Council<\/span>\u201d means the Strategic Growth Council.<\/p>\n<\/div>\n<div class=\"subsection\">\n<p>(d)\u2002\u201c<span class=\"wordphrase\">Nonprofit organization<\/span>\u201d means a nonprofit corporation qualified to do business in the state and qualified under\u00a0<span class=\"cite\">Section 501(c)(3) of the Internal Revenue Code\u00a0<\/span>.\u00a0<span class=\"footnote-reference\">\u20091<\/span><\/p>\n<\/div>\n<div class=\"subsection\">\n<p>(e)\u2002\u201c<span class=\"wordphrase\">Stakeholder<\/span>\u201d includes, but is not limited to, community-based organizations, nonprofits, businesses, faith-based organizations, interested individuals, elected officials, and local government agencies.<\/p>\n<\/div>\n<div class=\"subsection\">\n<p>(f)\u2002\u201c<span class=\"wordphrase\">Technical assistance<\/span>\u201d means the process of providing the necessary education and resources for climate change mitigation and adaptation projects for any of the following:<\/p>\n<div class=\"subsection\">\n<p style=\"padding-left: 40px\">(1)\u2002Project development.<\/p>\n<\/div>\n<div class=\"subsection\">\n<p style=\"padding-left: 40px\">(2)\u2002Grant development and writing for state and federal grant programs.<\/p>\n<\/div>\n<div class=\"subsection\">\n<p style=\"padding-left: 40px\">(3)\u2002The successful and appropriate expenditure of grant moneys for the successful completion of climate change mitigation and adaptation projects.<\/p>\n<\/div>\n<div class=\"subsection\">\n<p style=\"padding-left: 40px\">(4)\u2002Post-application and project implementation assistance.<\/p>\n<\/div>\n<\/div>\n<div class=\"subsection\">\n<p>(g)\u2002\u201c<span class=\"wordphrase\">Under-resourced community<\/span>\u201d means a community identified pursuant to\u00a0<span class=\"cite\">Section 39711 of the Health and Safety Code\u00a0<\/span>,\u00a0<span class=\"cite\">subdivision (d) of Section 39713 of the Health and Safety Code\u00a0<\/span>, or\u00a0<span class=\"cite\">subdivision (g) of Section 75005\u00a0<\/span>.<\/p>\n<\/div>\n<p><br class=\"avia-permanent-lb\" \/><br class=\"avia-permanent-lb\" \/><\/p>\n<\/div>\n<\/div>\n<hr \/>\n<p><a
