class=\"subsection\"><\/div>\n<div class=\"subsection\">\n<div class=\"subsection\">\n<p>(a)\u2002In each operational area the county health officer and the local EMS agency administrator may act jointly as the medical health operational area coordinator (MHOAC). \u2002If the county health officer and the local EMS agency administrator are unable to fulfill the duties of the MHOAC they may jointly appoint another individual to fulfill these responsibilities. \u2002If an operational area has a MHOAC, the MHOAC in cooperation with the county office of emergency services, local public health department, the local office of environmental health, the local department of mental health, the local EMS agency, the local fire department, the regional disaster and medical health coordinator (RDMHC), and the regional office of the\u00a0<span class=\"added-material\">Office of Emergency Services<\/span>, shall be responsible for ensuring the development of a medical and health disaster plan for the operational area. \u2002The medical and disaster plans shall follow the Standard Emergency Management System and National Incident Management System. \u2002The MHOAC shall recommend to the operational area coordinator of the\u00a0<span class=\"added-material\">Office of Emergency Services<\/span>\u00a0a medical and health disaster plan for the provision of medical and health mutual aid within the operational area.<\/p>\n<\/div>\n<div class=\"subsection\">\n<p>(b)\u2002For purposes of this section, \u201c<span class=\"wordphrase\">operational area<\/span>\u201d has the same meaning as that term is defined in\u00a0<span class=\"cite\">subdivision (b) of Section 8559 of the Government Code\u00a0<\/span>.<\/p>\n<\/div>\n<div class=\"subsection\">\n<p>(c)\u2002The medical and health disaster plan shall include preparedness, response, recovery, and mitigation functions consistent with the State Emergency Plan, as established under\u00a0<span class=\"cite\">Sections 8559\u00a0<\/span>and\u00a0<span class=\"cite\">8560 of the Government Code\u00a0<\/span>, and, at a minimum, the medical and health disaster plan, policy, and procedures shall include all of the following:<\/p>\n<div class=\"subsection\">\n<p style=\"padding-left: 40px\">(1)\u2002Assessment of immediate medical needs.<\/p>\n<\/div>\n<div class=\"subsection\">\n<p style=\"padding-left: 40px\">(2)\u2002Coordination of disaster medical and health resources.<\/p>\n<\/div>\n<div class=\"subsection\">\n<p style=\"padding-left: 40px\">(3)\u2002Coordination of patient distribution and medical evaluations.<\/p>\n<\/div>\n<div class=\"subsection\">\n<p style=\"padding-left: 40px\">(4)\u2002Coordination with inpatient and emergency care providers.<\/p>\n<\/div>\n<div class=\"subsection\">\n<p style=\"padding-left: 40px\">(5)\u2002Coordination of out-of-hospital medical care providers.<\/p>\n<\/div>\n<div class=\"subsection\">\n<p style=\"padding-left: 40px\">(6)\u2002Coordination and integration with fire agencies personnel, resources, and emergency fire prehospital medical services.<\/p>\n<\/div>\n<div class=\"subsection\">\n<p style=\"padding-left: 40px\">(7)\u2002Coordination of providers of nonfire based prehospital emergency medical services.<\/p>\n<\/div>\n<div class=\"subsection\">\n<p style=\"padding-left: 40px\">(8)\u2002Coordination of the establishment of temporary field treatment sites.<\/p>\n<\/div>\n<div class=\"subsection\">\n<p style=\"padding-left: 40px\">(9)\u2002Health surveillance and epidemiological analyses of community health status.<\/p>\n<\/div>\n<div class=\"subsection\">\n<p style=\"padding-left: 40px\">(10)\u2002Assurance of food safety.<\/p>\n<\/div>\n<div class=\"subsection\">\n<p style=\"padding-left: 40px\">(11)\u2002Management of exposure to hazardous agents.<\/p>\n<\/div>\n<div class=\"subsection\">\n<p style=\"padding-left: 40px\">(12)\u2002Provision or coordination of mental health services.<\/p>\n<\/div>\n<div class=\"subsection\">\n<p style=\"padding-left: 40px\">(13)\u2002Provision of medical and health public information protective action recommendations.<\/p>\n<\/div>\n<div class=\"subsection\">\n<p style=\"padding-left: 40px\">(14)\u2002Provision or coordination of vector control services.<\/p>\n<\/div>\n<div class=\"subsection\">\n<p style=\"padding-left: 40px\">(15)\u2002Assurance of drinking water safety.<\/p>\n<\/div>\n<div class=\"subsection\">\n<p style=\"padding-left: 40px\">(16)\u2002Assurance of the safe management of liquid, solid, and hazardous wastes.<\/p>\n<\/div>\n<div class=\"subsection\">\n<p style=\"padding-left: 40px\">(17)\u2002Investigation and control of communicable disease.<\/p>\n<\/div>\n<\/div>\n<div class=\"subsection\">\n<p>(d)\u2002In the event of a local, state, or federal declaration of emergency, the MHOAC shall assist the agency operational area coordinator in the coordination of medical and health disaster resources within the operational area, and be the point of contact in that operational area, for coordination with the RDMHC, the agency, the regional office of the agency, the State Department of Public Health, and the authority.<\/p>\n<\/div>\n<div class=\"subsection\">\n<p>(e)\u2002Nothing in this section shall be construed to revoke or alter the current authority for disaster management provided under either of the following:<\/p>\n<div class=\"subsection\">\n<p style=\"padding-left: 40px\">(1)\u2002The State Emergency Plan established pursuant to\u00a0<span class=\"cite\">Section 8560 of the Government Code\u00a0<\/span>.<\/p>\n<\/div>\n<div class=\"subsection\">\n<p style=\"padding-left: 40px\">(2)\u2002The California standardized emergency management system established pursuant to\u00a0<span class=\"cite\">Section 8607 of the Government Code\u00a0<\/span>.<\/p>\n<\/div>\n<\/div>\n<p><br class=\"avia-permanent-lb\" \/><br class=\"avia-permanent-lb\" \/><\/p>\n<\/div>\n<\/div>\n<hr \/>\n<p><a
