class=\"subsection\"><span class=\"added-material\">(a)\u2002Except as provided in subdivision (b) or (c), i<\/span>t is unlawful for any person to place, throw, discharge or ignite, or fire dangerous fireworks at\u00a0<span class=\"added-material\">or near<\/span>\u00a0any person or group of persons where there is a likelihood of injury to\u00a0<span class=\"added-material\">that<\/span>\u00a0person\u00a0<span class=\"added-material\">or group of persons or when the person willfully places, throws, discharges, ignites, or fires the fireworks with the intent of creating chaos, fear, or panic<\/span>.<\/div>\n<div class=\"subsection\">\n<div class=\"subsection\">\n<p><span class=\"added-material\">(b)\u2002Subdivision (a) does not apply to a person described in\u00a0<span class=\"cite\">Section 12517\u00a0<\/span>who uses special effects. \u2002For purposes of this subdivision, \u201c<span class=\"wordphrase\">special effects<\/span>\u201d means articles containing any pyrotechnic composition manufactured and assembled, designed, or discharged in connection with television, theater, or motion picture productions, which may or may not be presented before live audiences, and any other articles containing any pyrotechnic composition used for commercial, industrial, educational, recreational, or entertainment purposes when authorized by the authority having jurisdiction.<\/span><\/p>\n<\/div>\n<div class=\"subsection\">\n<p><span class=\"added-material\">(c)\u2002Subdivision (a) does not apply to a person holding a fireworks license issued pursuant to Chapter 5 (commencing with\u00a0<span class=\"cite\">Section 12570\u00a0<\/span>).<\/span><\/p>\n<\/div>\n<p><br class=\"avia-permanent-lb\" \/><br
