class=\"subsection\">(a)\u2002The State Department of Health Care Services, in coordination with counties, shall establish a program designed to prevent mental illnesses from becoming severe and disabling. \u2002The program shall emphasize improving timely access to services for underserved populations.<\/div>\n<div class=\"subsection\">\n<div class=\"subsection\">\n<p>(b)\u2002The program shall include the following components:<\/p>\n<div class=\"subsection\">\n<p style=\"padding-left: 40px\">(1)\u2002Outreach to families, employers, primary care health care providers, and others to recognize the early signs of potentially severe and disabling mental illnesses.<\/p>\n<\/div>\n<div class=\"subsection\">\n<p style=\"padding-left: 40px\">(2)\u2002Access and linkage to medically necessary care provided by county mental health programs for children with severe mental illness, as defined in\u00a0<span class=\"cite\">Section 5600.3\u00a0<\/span>, and for adults and seniors with severe mental illness, as defined in\u00a0<span class=\"cite\">Section 5600.3\u00a0<\/span>, as early in the onset of these conditions as practicable.<\/p>\n<\/div>\n<div class=\"subsection\">\n<p style=\"padding-left: 40px\">(3)\u2002Reduction in stigma associated with either being diagnosed with a mental illness or seeking mental health services.<\/p>\n<\/div>\n<div class=\"subsection\">\n<p style=\"padding-left: 40px\">(4)\u2002Reduction in discrimination against people with mental illness.<\/p>\n<\/div>\n<\/div>\n<div class=\"subsection\">\n<p>(c)\u2002The program shall include mental health services similar to those provided under other programs effective in preventing mental illnesses from becoming severe, and shall also include components similar to programs that have been successful in reducing the duration of untreated severe mental illnesses and assisting people in quickly regaining productive lives.<\/p>\n<\/div>\n<div class=\"subsection\">\n<p>(d)\u2002The program shall emphasize strategies to reduce the following negative outcomes that may result from untreated mental illness:<\/p>\n<div class=\"subsection\">\n<p style=\"padding-left: 40px\">(1)\u2002Suicide.<\/p>\n<\/div>\n<div class=\"subsection\">\n<p style=\"padding-left: 40px\">(2)\u2002Incarcerations.<\/p>\n<\/div>\n<div class=\"subsection\">\n<p style=\"padding-left: 40px\">(3)\u2002School failure or dropout.<\/p>\n<\/div>\n<div class=\"subsection\">\n<p style=\"padding-left: 40px\">(4)\u2002Unemployment.<\/p>\n<\/div>\n<div class=\"subsection\">\n<p style=\"padding-left: 40px\">(5)\u2002Prolonged suffering.<\/p>\n<\/div>\n<div class=\"subsection\">\n<p style=\"padding-left: 40px\">(6)\u2002Homelessness.<\/p>\n<\/div>\n<div class=\"subsection\">\n<p style=\"padding-left: 40px\">(7)\u2002Removal of children from their homes.<\/p>\n<\/div>\n<\/div>\n<div class=\"subsection\">\n<p>(e)\u2002Prevention and early intervention funds may be used to broaden the provision of community-based mental health services by adding prevention and early intervention services or activities to these services.<\/p>\n<\/div>\n<div class=\"subsection\">\n<p>(f)\u2002In consultation with mental health stakeholders, and consistent with\u00a0<span class=\"added-material\">regulations<\/span>\u00a0from the Mental Health Services Oversight and Accountability Commission, pursuant to\u00a0<span class=\"cite\">Section 5846\u00a0<\/span>, the department shall revise the program elements in\u00a0<span class=\"cite\">Section 5840\u00a0<\/span>applicable to all county mental health programs in future years to reflect what is learned about the most effective prevention and intervention programs for children, adults, and seniors.<\/p>\n<\/div>\n<p><br class=\"avia-permanent-lb\" \/><br class=\"avia-permanent-lb\" \/><\/p>\n<\/div>\n<\/div>\n<hr \/>\n<p><a
