Definitions<\/h2>\n<\/div>\n<div class=\"row\">(a)<\/div>\n<div class=\"row\" style=\"padding-left: 40px;\">(1)\u2002\u201c<span class=\"wordphrase\">Adult Residential Facility for Persons with Special Health Care Needs (ARFPSHN)<\/span>\u201d means any adult residential facility that provides 24-hour health care and intensive support services in a homelike setting that is licensed to serve up to five adults with developmental disabilities as defined in\u00a0<span class=\"cite\">Section 4512\u00a0<\/span>.<\/div>\n<div class=\"row\">\n<div class=\"subsection\">\n<div class=\"subsection\">\n<div class=\"subsection\">\n<p style=\"padding-left: 40px;\">(2)\u2002For purposes of this article, an ARFPSHN may\u00a0<span class=\"added-material\">only<\/span>\u00a0be established in a facility\u00a0<span class=\"added-material\">approved<\/span>\u00a0pursuant to\u00a0<span class=\"cite\">Section 4688.5\u00a0<\/span><span class=\"added-material\">or through an approved regional center community placement plan pursuant to\u00a0<span class=\"cite\">Section 4418.25\u00a0<\/span><\/span>.<\/p>\n<p>(b)\u2002\u201c<span class=\"wordphrase\">Consultant<\/span>\u201d means a person professionally qualified by training and experience to give expert advice, information, training, or to provide health-related assessments and interventions specified in a consumer&#8217;s individual health care plan.<\/p>\n<\/div>\n<\/div>\n<div class=\"subsection\">\n<p>(c)\u2002\u201c<span class=\"wordphrase\">Direct care personnel<\/span>\u201d means all personnel who directly provide program or nursing services to consumers. \u2002Administrative and licensed personnel shall be considered direct care personnel when directly providing program or nursing services to clients. \u2002Consultants shall not be considered direct care personnel.<\/p>\n<\/div>\n<div class=\"subsection\">\n<p>(d)\u2002\u201c<span class=\"wordphrase\">Individual health care plan<\/span>\u201d means the plan that identifies and documents the health care and intensive support service needs of a consumer.<\/p>\n<\/div>\n<div class=\"subsection\">\n<p>(e)\u2002\u201c<span class=\"wordphrase\">Individual health care plan team<\/span>\u201d means those individuals who develop, monitor, and revise the individual health care plan for consumers residing in an Adult Residential Facility for Persons with Special Health Care Needs. \u2002The team shall, at a minimum, be composed of all of the following individuals:<\/p>\n<div class=\"subsection\">\n<p style=\"padding-left: 40px;\">(1)\u2002Regional center service coordinator and other regional center representative, as necessary.<\/p>\n<\/div>\n<div class=\"subsection\">\n<p style=\"padding-left: 40px;\">(2)\u2002Consumer, and, where appropriate, his or her parents, legal guardian or conservator, or authorized representative.<\/p>\n<\/div>\n<div class=\"subsection\">\n<p style=\"padding-left: 40px;\">(3)\u2002Consumer&#8217;s primary care physician, or other physician as designated by the regional center.<\/p>\n<\/div>\n<div class=\"subsection\">\n<p style=\"padding-left: 40px;\">(4)\u2002ARFPSHN administrator.<\/p>\n<\/div>\n<div class=\"subsection\">\n<p style=\"padding-left: 40px;\">(5)\u2002ARFPSHN registered nurse.<\/p>\n<\/div>\n<div class=\"subsection\">\n<p style=\"padding-left: 40px;\">(6)\u2002Others deemed necessary for developing a comprehensive and effective plan.<\/p>\n<\/div>\n<\/div>\n<div class=\"subsection\">\n<p>(f)\u2002\u201c<span class=\"wordphrase\">Intensive support needs<\/span>\u201d means the consumer requires physical assistance in performing four or more of the following activities of daily living:<\/p>\n<div class=\"subsection\">\n<p style=\"padding-left: 40px;\">(1)\u2002Eating.<\/p>\n<\/div>\n<div class=\"subsection\">\n<p style=\"padding-left: 40px;\">(2)\u2002Dressing.<\/p>\n<\/div>\n<div class=\"subsection\">\n<p style=\"padding-left: 40px;\">(3)\u2002Bathing.<\/p>\n<\/div>\n<div class=\"subsection\">\n<p style=\"padding-left: 40px;\">(4)\u2002Transferring.<\/p>\n<\/div>\n<div class=\"subsection\">\n<p style=\"padding-left: 40px;\">(5)\u2002Toileting.<\/p>\n<\/div>\n<div class=\"subsection\">\n<p style=\"padding-left: 40px;\">(6)\u2002Continence.<\/p>\n<\/div>\n<\/div>\n<div class=\"subsection\">\n<p>(g)\u2002\u201c<span class=\"wordphrase\">Special health care needs<\/span>\u201d means the consumer has health conditions that are predictable and stable, as determined by the individual health care plan team, and for which the individual requires nursing supports for any of the following types of care:<\/p>\n<div class=\"subsection\">\n<p style=\"padding-left: 40px;\">(1)\u2002Nutrition support, including total parenteral feeding and gastrostomy feeding, and hydration.<\/p>\n<\/div>\n<div class=\"subsection\">\n<p style=\"padding-left: 40px;\">(2)\u2002Cardiorespiratory monitoring.<\/p>\n<\/div>\n<div class=\"subsection\">\n<p style=\"padding-left: 40px;\">(3)\u2002Oxygen support, including continuous positive airway pressure and bilevel positive airway pressure, and use of other inhalation-assistive devices.<\/p>\n<\/div>\n<div class=\"subsection\">\n<p style=\"padding-left: 40px;\">(4)\u2002Nursing interventions for tracheostomy care and suctioning.<\/p>\n<\/div>\n<div class=\"subsection\">\n<p style=\"padding-left: 40px;\">(5)\u2002Nursing interventions for colostomy, ileostomy, or other medical or surgical procedures.<\/p>\n<\/div>\n<div class=\"subsection\">\n<p style=\"padding-left: 40px;\">(6)\u2002Special medication regimes including injection and intravenous medications.<\/p>\n<\/div>\n<div class=\"subsection\">\n<p style=\"padding-left: 40px;\">(7)\u2002Management of insulin-dependent diabetes.<\/p>\n<\/div>\n<div class=\"subsection\">\n<p style=\"padding-left: 40px;\">(8)\u2002Manual fecal impaction, removal, enemas, or suppositories.<\/p>\n<\/div>\n<div class=\"subsection\">\n<p style=\"padding-left: 40px;\">(9)\u2002Indwelling urinary catheter\/catheter procedure.<\/p>\n<\/div>\n<div class=\"subsection\">\n<p style=\"padding-left: 40px;\">(10)\u2002Treatment for staphylococcus infection.<\/p>\n<\/div>\n<div class=\"subsection\">\n<p style=\"padding-left: 40px;\">(11)\u2002Treatment for wounds or pressure ulcers (stages 1 and 2).<\/p>\n<\/div>\n<div class=\"subsection\">\n<p style=\"padding-left: 40px;\">(12)\u2002Postoperative care and rehabilitation.<\/p>\n<\/div>\n<div class=\"subsection\">\n<p style=\"padding-left: 40px;\">(13)\u2002Pain management and palliative care.<\/p>\n<\/div>\n<div class=\"subsection\">\n<p style=\"padding-left: 40px;\">(14)\u2002Renal dialysis.<\/p>\n<\/div>\n<\/div>\n<p><br class=\"avia-permanent-lb\" \/><br class=\"avia-permanent-lb\" \/><\/p>\n<\/div>\n<\/div>\n<hr \/>\n<p><a
