to the federal act in effect on November 23, 1970, or adopted on or after such date, are the good manufacturing practices regulations of this state. \u2002If the department finds that it is necessary for the protection of consumers, it may adopt interpretative regulations as necessary to define \u201c<span class=\"wordphrase\">current good manufacturing practice<\/span>\u201d as used in this
