License Plate Flipper; \u2009Offense<\/h2>\n<p>(a)\u2002In this section, \u201clicense plate flipper\u201d means a manual, electronic, or mechanical device designed or adapted to be installed on a motor vehicle and:<\/p>\n<p style=\"padding-left: 40px\">(1)\u2002switch between two or more license plates for the purpose of allowing a motor vehicle operator to change the license plate displayed on the operator&#8217;s vehicle;
